DESCRIPTION:Please join us on August 16th from 12 – 1PM to hear from Don Gourlie\, Early Career Law & Policy Fellow at the Center for Ocean Solutions\, on the Public Trust Doctrine\, Coastal Land Use\, and Sea Level Rise. \nCalifornia’s policymakers\, coastal managers\, and communities increasingly recognize that the inevitable collision of sea level rise with certain coastal development trends—what some have termed the “coastal squeeze”—threatens California’s coast and the important public benefits it provides. An ancient legal principle\, the public trust doctrine\, requires California to protect and sustain its coastal tidelands and submerged lands for public purposes ranging from navigation and commerce to recreation and conservation\, and provides the State with the authority to defend the public’s interests when they are at risk. As a result\, California will find strong legal support—rooted in long-standing precedents and principles of property law—for considering the anticipated effects of sea level rise and other climate change impacts on public trust resources and interests in planning and decision making. To provide a clear interpretation of the public trust doctrine’s potential role in climate change adaptation along California’s coast\, the Center for Ocean Solutions convened a working group of public trust and coastal land use experts in October 2016. The working group members jointly authored a consensus statement\, which describes California’s duty and authority under the public trust doctrine and identifies opportunities for policymakers\, coastal managers\, and stakeholders to improve the governance and management of our coastal public trust resources and uses in light of sea level rise. Don’s captivating journey to becoming an early career legal fellow at COS began in New England where he was raised and spent summers at the beach and ocean science summer camps. His love for the oceans led him to the University of Tampa where he earned a dual degree in marine science and biology. In subsequent years\, he worked as a fisheries observer\, environmental consultant\, and aquarium educator before deciding to transition into law and policy. His education at Lewis & Clark Law School provided him with competence in many aspects of ocean and coastal law\, including international environmental law\, marine wildlife protection\, climate change law\, environmental decision-making\, and administrative law. Annual flood frequencies are accelerating in dozens of U.S. locations and currently pose a costly challenge to several afflicted cities. This presentation will address: i) current trends and patterns of high tide flooding\, and ii) when in the future more severe coastal flooding posing a ‘serious risk to life and property’ may become the new normal along U.S. coastlines under the new sea level rise scenarios. \nAbout the Speaker: William Sweet is a NOAA oceanographer researching changes in coastal exposure due to sea level rise (SLR). He recently helped the U.S. military assess SLR risks to their coastal installations and led the production of a new set of regional SLR scenarios for the 4th U.S. National Climate Assessment. He now lives in Annapolis and experiences SLR effects first-hand.

OPC is in the process of updating the State Sea-Level Rise Guidance Document to reflect new scientific understanding and projections of sea-level rise. OPC would like to solicit input from the Coastal Resilience Network on how members are using the current sea-level rise guidance and feedback on the draft structure for the updated policy guidance to ensure that it is useful for decision-making. \n \nJenn Eckerle is the Deputy Director of the California Ocean Protection Council (OPC). She is responsible for supervising staff and helping set the strategic priorities for coast and ocean policy in California. Before joining OPC\, Jenn spent eight years as an ocean policy analyst for the Natural Resources Defense Council\, where she conducted technical analysis and developed policy recommendations to advance ocean conservation related to marine protected areas\, fisheries\, marine debris\, desalination\, underwater noise\, oil drilling and aquaculture.  Jenn earned an M.S. in Marine Biology from the Florida Institute of Technology and a B.S. in Biology from the University of Vermont. \nBackground: The State’s updated Sea-Level Rise Guidance will assist state agencies and local governments integrate sea-level rise into their planning\, permitting and investment decisions.  Recent work from an OPC-Science Advisory Team Working Group (Rising Seas in California: An update on sea-level rise science) will serve as a foundational piece for the update to the Guidance Document. DESCRIPTION:Please Join the Safeguarding California Plan Update Webinar with Jennifer Phillips\, Program Manager at Ocean Protection Council\, on Thursday\, May 18\, from 12pm to 1pm. \nThis webinar will be focused on the Ocean and Coastal Resources and Ecosystems Sector Plan of the Safeguarding California Plan Update. Click here to view the Implementation Action Plans from 2016. \n\nJennifer Phillips joined the Ocean Protection Council in April 2015 and leads our work on ocean acidification and hypoxia and other climate change efforts. She also currently serves as OPC’s tribal liaison and works closely with the other West Coast states through the Regional Planning Body\, West Coast Ocean Partnership\, and Pacific Coast Collaborative. Before OPC\, she worked in the NOAA Administrator’s Office where she started as a Knauss Marine Policy Fellow and then spent a year on the Administrator’s staff. During this time\, she helped with the development and execution of NOAA’s priorities\, such as community resilience\, and managed the associated communication and outreach. The statewide guidance is being updated to reflect recent advances in ice loss science and projections of sea-level rise and will incorporate public feedback to ensure that is it understandable and useful for planning\, permitting and investment decisions.  A draft of the updated policy guidance will be circulated for formal public comment in the fall of 2017\, with final adoption by the California Ocean Protection Council scheduled for January 2018.\n \nThe updated guidance will focus on the needs of state agencies and local governments. It will help cities and counties as they comply with a new law that requires them to incorporate climate change into their planning efforts. The updated guidance document will also assist state agencies prepare for\, and adapt to climate change\, as directed by Governor Brown’s recent Executive Order.

He was re-elected in November of 2014. His major goal is improving the quality of life for all residents of Imperial Beach. Ed’s community involvement previously included membership on streetscape improvement work groups\, the Ecotourism Committee\, the Mayor’s Advisory Committee\, and the Tidelands Advisory Committee. \n \nDanielle Boudreau is the Coastal Management Specialist at the Tijuana River National Estuarine Research Reserve (TRNERR).  As part of the Coastal Training Program\, she provides science-based training and technical assistance to binational coastal decision-makers in the San Diego and Baja California regions. Currently\, she is managing the Reserve’s climate change and resilience efforts. Previously\, Danielle worked with The Nature Conservancy to advance coastal adaptation in North Carolina\, while pursuing her masters in Environmental Management and Geospatial Analysis at Duke University. Coastal armoring degrades – and even eliminates – California’s beaches and other coastal habitats\, limits beach access and impedes coastal recreation\, and intensifies erosion on neighboring properties. Although the Coastal Act was designed to curtail coastal armoring\, it’s provisions are confusing and it has been interpreted in ways that are inconsistent with the Act’s intent. This information will help prioritize future Commission efforts in addressing hazards and vulnerabilities related to sea level rise with a specific focus on Coastal Act resources most at risk.
